As a source for garment production, Laos has little to recommend it. Compared with its more developed neighbors like Cambodia and Vietnam, the garment industry has survived, but not thrived.
Laos benefits from the EU’s Everything But Arms (EBA) initiative, which allows duty-free access for many products, including garments. But it lacks the skills and backward linkage that have become essential in today’s more demanding market.
